You do that by feel. Once the stem is secured you could even remove the cap completely. Torque specs vary by manufacturer: Cane creek = 1.1-1.7nm; Wolf Tooth 1.5-1.7nm; and Chris King says 2nm. General rule: tighten so spacers can't rotate by hand.
